NO, compiler options specified in the source via *PROCESS statements CANNOT
be overridden by options specified elsewhere else! I was told in a very
grey past, AD 1985, that this allowed for "exceptional" situations, where a
program needed non-site-standard options. At one client there was a program
that had to be compiled, with the old OS V2.3.0 compiler, using "OPT(0)",
if not it would abend, and nobody ever reported this to IBM.
