It seems to be a driver in those PCs that talks to something in some cloud somewhere somehow.
The House is now taking bets on how long it takes to get a coherent story on what happened. (Which is reasonable--fix it, THEN talk about it!) This one seems slightly more self-inflicted (in that the victim companies chose CrowdStrike or Heimdall or whatever other choice) than the Rogers outage last year, which was much more pervasive but of course across a smaller market.
