I can confirm this. IPL is required.
Last October at GSE I suggested to Mark Nelson (of RACF development) that 
perhaps there should be a SET RACF command similar to a SET SMF command. The 
answer was that such a project would be highly complex. I don't think I am 
holding my breath for such a solution.

The RACF STC is there to accept and perform console commands. It is not 
SAF/RACF security processing. Pretty sure it still takes an IPL to change 
ICHRDSNT definitions
