Have you taken the steps that are documented with the error message?

IZUD218E Verification of portable software instance file file-name on system
system-name has failed.

Explanation
Verification of the specified portable software instance file failed.
Therefore, the content of the portable software instance file cannot be
trusted. One of the following conditions are true:
The actual size or computed hash value of the file does not match the size or
hash value for the original file.
The portable software instance was created incorrectly.
In the message text:

file-name
Fully qualified file name.
system-name
Name of the system.
System programmer response
No action is required.

User response
Verify the file exactly matches the original file from the source and try
again. If the identified file is GIMPAF.XML and you are adding the portable
software instance from your local workstation, then ensure the file was copied
to your workstation as binary data, and it contains the expected start and end
PKGDEF tags and at least one <ARCHDEF> tag. If the file matches the original
and was copied correctly, then contact the provider of the portable software
instance.

Note to provider: The portable software instance may have been created
incorrectly. The Export action to create a portable software instance uses
program GIMZIP to calculate hash values for the portable software instance
files. If GIMZIP ran with IBM Semeru Runtime Certified Edition for z/OS Version
21, but the fix for SMP/E APAR IO29467 which provides support for running
GIMZIP with this level of Java was not installed, then the hash values in the
portable software instance were calculated incorrectly. The level attribute on
the PKGDEF tag in the GIMPAF.XML file indicates the GIMZIP service level used
to create the package. If the level is less than 03.07.00.30, then the fix for
APAR IO29467 was not installed when the package was created. Ensure the fix for
SMP/E APAR IO29467 is installed before performing the Export action again to
recreate the portable software instance.
