IBM reason code 0x0BE80820 is related to a SAF (System Authorization
Facility) authorization error encountered during a session switch,
specifically when the CFZAPPL profile is defined. This error indicates that
the system believes the user lacks the necessary authorization to switch to
the target user ID (e.g., CFZSRV), even though the CFZAPPL profile is
intended to handle this authorization.

Local fix

   -

   Give CIM users and group READ access to profile OMVSAPPL in
   class APPL.
