Oh boy Lizette, that statement is not true at least at my shop.    We have all 
kinds of customizations and settings in there like attls policy, automount 
maps, to name a couple.  I treat the IBM supplied /etc like a samplib and only 
use it for reference.

My recommendation to Jake is to ipl and see what works and what does not before 
overpaying anything.

Maybe the question we should ask you is why do you want to do this. I think 
when I when I upgrade with maintenance I just replaced the entire /etc file  
using DFDSS dump restore. There's nothing in /etc that is not supplied by IBM.  
So the unmount/ dfdss restore/ mount works

What directories do you have in /etc. that you do not want to replace?

Can we perform mass copying of OMVS files from a source USS path to a
target USS path without overlaying the target directories if they already
exist ? Is there a batch way to do or any other productive way to do this?

For example, I wanted to copy from /Service/etc to /etc without overlaying
