Are you saying that the time change problem does not exist on Unix 
(DST=repeated 1am to 2am and ST=missing 2am to 3am)? As you say, users are 
working with local time where 1:30 and 2:30 which have special meaning when 
converted to UTC (even on z/OS). 

Unix admins ignore time change because these machines are so small, it will be 
rare anyone encounters a problem. For z/OS, discussion of time change is common 
place.
