I found this:

"A key identifier was passed to a service. The master key verification
pattern in the token shows that the key was created with a master key that
is neither the current master key nor the old master key. Therefore, it
cannot be reenciphered to the current master key.
User action: Re-import the key from its importable form (if you have it in
this form), or repeat the process you used to create the operational key
form. If you cannot do one of these, you cannot repeat any previous
cryptographic process that you performed with this token.

REASONCODES: ICSF 2714 (10004)"
