I don't see that in the z/OS Communications server documentation, nor can 
Google find it as a tnftp command.

Could you be more specific?

What I'm trying to do is download files that are EBCDIC, DSORG=PS, RECFM=FB, 
LRECL=80 on z/OS MVS, and get ASCII text files. Windows FTP gives me CRLF line 
endings. WSL FTP (tnftp on Ubuntu) gives me LF line endings.

FTP under Windows Subsystem for Linux supports passive mode. It's my
goto client for FTP on Windows now.
