I think you are supposed to run SMP/E REPORT MISSINGFIX commands on the z/os 
and dB2 SMP/e zones using the fix categories shown in:

https://www.ibm.com/support/pages/ibm-fix-category-values-and-descriptions


For the z/os zones you specify in the REPORT MISSINGFIX  category 
TargetSystemRequired service for Db2 13 and for the DB2 zone you asked for 
missing fixes required for z/os 3.1.  Make sure your HOLDDATA is up to date on 
both global zones. If you use the SMP/e ISPF panels to generate the job you can 
see a list of fix categories and select the ones you need.

Disclaimer - I have not tried this myself for dB2 and z/os !
