Sounds like an installation error.  Did you install all of the maintenance and 
did the install work correctly or did some steps fail?  IBM had an issue a 
couple months back where if you downloaded the package and then uploaded from 
your PC to the mainframe that some data could be skipped and/or corrupted.  It 
was supposed to have been just a blip error with only a couple people affected, 
but maybe you are one of them.  In any case, getting an S0C4 in SDSF is 
definitely a reportable issue, so report it to IBM and let them see what the 
problem is.  

One nice thing about them going to OCO is that they don't really expect you to 
debug their code any more.
