Phil, I am sure you know that  HLASM may be invoked from USS by using the as 
command

If the program you want to assemble includes EXEC CICS commands, then you need 
to preprocess it first, using the CICS translator program DFHEAP1$. 

As far as I know HLASM doesn't provide integration for the CICS translator, and 
there is no USS command to invoke it. I wish I was wrong.

This means to me that you would be responsible of properly pre-allocating the 
required DDNAMEs and of invoking it. 

Yes, although I didn't test it, I believe the STEPLIB environment variable 
would allow you to find and invoke DFHEAP1$.
