From scratch? Not exactly sure what you mean. 

There's not a whole lot to FTPS. You do need to deal with the whole certificate 
thing, which is always a thrill.

Actually, client or server? Client is not really much of anything at all. 
Server is kind of a big deal.

SFTP I personally have no experience with other than one situation where I set 
up my Windows client to talk to an existing z/OS server. Worked like a champ 
right out of the box.
