My idea is to check the high 2 bits to a 35.5 year epoch. 00=1900.0-1935.5 flag as expired date. 01=1935.5-1971.0 2nd old epoch. 10=1971.0-2006.5 1st old epoch, 11=2006.5-2042.0 current epoch.
When it rolls over, 00=2042.0-2077.5 current epoch, 01=2077.5-2113.0 flag as expired date.
