Right, I went to some pains to NOT make that implication earlier; apologies if it wasn't clear enough. The only real difference I'd expect relates to the risk of getting caught, which isn't vice/virtue, it's "how big (and close) is the hammer?"" for a US company stealing from a US vendor, the risk is clearly greater than for someone across the pond (in either direction).
