Forked OMVS address spaces are a different WLM class;  resource usage is
not accounted for in the main JES2 address space.
Of course, even if the shell runs in the original JES2 address space (like
BPXBATSL) and you set BPX_SHAREAS=YES and BPX_SPAWN_SCRIPT=YES, you can
still do things that fork into OMVS address spaces.  But many things can be
run in the original address space and accounted for there.
