SMF 18 records changes to PDS members that involve a STOW or similar API. They record the userid and so forth but not the data itself.
They are not bulletproof in that there are a variety of ways a programmer can write a program to modify a PDS(E) that do not generate an SMF 18. MXG etc. can report on SMF 18.
