True but the OP gave SYS1 and as an example which to me implies IPL volume. 
Your &SYSRx symbolic would work for other volumes.

I thought the VOL('******') was only valid for datasets residing on the IPL 
Volume. If the files were off of the sysres you would need to use something 
like &SYSR1 or other symbolic.

And I think the latter is what the OP is working towards.

So then use indirect catalog addressing in the catalog and APF list,
VOLUME(******) .

That's correct .. We are planning to have different master catalog for each 
LPAR , and use the SYS1 datasets with same name (but on different volumes) and 
wanted to share the same APF list .
