This is most likely a coding error that the vendor needs to correct.  I suspect 
that they don't check RC from the FTINCL or FTOPEN. They might even have 
ISPEXEC CONTROL ERRORS RETURN. If you have them fix this, make sure they 
display the error messages.

You can use ISPF test and set breakpoints on FTINCL and FTOPEN.
