TESTAUTH is used to test authorized programs and therefore needs an authorized environment. The Authorized Program Facility (APF) is a facility of z/OS that allows installations to identify datasets that contain system or user programs that potentially can use sensitive system functions. APF is described in the IBM publications "z/OS MVS Initialization and Tuning Reference" and "z/OS MVS Programming: Authorized Assembler Services Guide."
