     XCF dynamically allocates in-use couple data sets, which will result in a 
SYSTEMS scope ENQ for each one.  If XCFAS continues to hold an ENQ on a couple 
data set that is not in use by any system, you should probably consider 
pursuing this as a defect.  If you prefer, you can contact me offline with 
whatever additional details you can provide.

     You can get IXC388I if you try to issue an ACOUPLE command from a system 
that is not using the specified CDS type.  However, it should never be possible 
to receive IXC388I for the sysplex CDS.  You can't be in a sysplex, basic or 
otherwise, without having a sysplex CDS in use.
