It worked that way, when it worked, under OS/360 MVT. The design issue is not perhaps so clearcut as Jim makes it out to be. There are circumstances in which a calculated sometime size of zero is very convenient.
Perhaps an electable option, one that required explicit coding to permit storage sizes/lengths of zero, would have met everyone's needs. It is, however, decades too late to change this behavior. It could have been changed for STORAGE obtain, but another such opportunity will not come along any time soon.
