Probably an old question about dataset dates in the VTOC

   In VTOCs there is the format 1 descriptor providing information 
about that dataset, specifically creation date, last referenced, and 
expiration and still contains only three bytes to hold the date.  Is 
there some description to say it was pre or post year 2000?
