  Well, I would, since I did it.

  The IPL CPU's LCCA and PCCA have to start out below 16M, because
they are created before DIAGxx is processed.  When we subsequently
bring other CPUs online during Master Scheduler Initialization,
if there is at least one other online CPU, we configure the 
IPL CPU offline and back online so that its LCCA and PCCA can
be located as directed by DIAGxx.  If there are no other CPUs
online, then of course we can't do that.
