This is not true. I ordered a ServerPac for z/OS 2.1 a couple of months ago and I had no problem ordering Enterprise COBOL 4.2 along with it - there was no requirement to upgrade to 5.1. Anyway, we can't upgrade to 5.1 until we migrate to a sysplex across our 3 LPARs.
