The SYSTCPSM socket is part of the z/OS TCP/IP Network Management Interface.
Specifically it streams the TCP/IP server SMF data (eg FTP and Telnet) so that a monitoring product can intercept the data (SYSTCPDA is for packet trace data). The socket is created in response to the "NETMONITOR SMFSERVICE" statement in PROFILE.TCPIP If the socket was terminated early, I would guess that the z/OS TCP/IP options were changed dynamically by operator command.
