For system problems, RGN is often unnecessary.  And apparenty customers 
often don't think it's necessary or they'd add it to their installation 
defaults.

But perhaps the real reason is that if a dump SDATA "include this" option 
is made the default, there would generally have to be a corresponding "do 
not include it" option and perhaps the developers did not want to do that 
(or, way back when, perhaps the extra bits needed for such options were 
too precious to spare).
