Without knowing exactly which RFEs you are interested in looking at,
it's hard to be sure why they are marked private. But I suspect that
this could be a result of the transfer of FITS requirements to RFE.
There were a *lot* of them--thousands, at least, and perhaps tens of
thousands. We did not (and don't intend to) take the time to determine
whether they can be marked public one-by-one.
Submissions made directly in RFE should be appopriately marked. But, as
with any new system, people will have some spin-up time. So please have
at least a little mercy on the IBM Development community for at least a
little while (smile).
