RECEIVE and APPLY are two separate operations with different rules.  So:

RECEIVE the FUNCTION(s)
RECEIVE the PTFs and HOLDDATA
APPLY SELECT(FMID(s)) GROUPEXTEND.

(or, does shopZ actually preclude that, as you seem to be saying.
That would be a defect, perhaps not APARable, but at least subject
to RFE or Requirement.  For a properly designed shopZ, it should
suffice to have the FMID in the GLOBAL zone; no requirement for
its presence in the TZONE.)
