On my system the "USERIF" data of the TSO/E LOGON panel is unprotected. I can overtype it with the correct userid. I hit Enter and TSO populates the panel with the usual account number, etc.
Don't know what is different on my (V1R13) system, but the implication is that yours might be made to work this way also.
