Some background. SHARE requirements were moved wholesale into RFE from a historically separate system. In contrast to requirements entered directly into RFE, both IBM and SHARE were wary about making the transplanted requirements publicly viewable because the original authors might not feel comfortable with a new and unexpected level of exposure. The conservative approach was to keep old SHARE requirements 'private' for the time being. There are a lot of them. Short of seeking each author's personal approval for 'public' classification, we're sort of stuck for now.
