IBM RFE site

The RFE site (https://www.ibm.com/developerworks/rfe/) appears to be broken, as 
has been since at least last Friday.  It just shows "Error 500: 
java.lang.NoClassDefFoundError: org/apache/commons/codec/binary/Hex".
Perhaps someone here from IBM will see this and look in to it.
