The problem is OP's shutdown logic. Not all tasks need to be shut down, and those that do not run under JES2 cannot be shut down using JES2 commands. The message
IEE707I $DA,X NOT EXECUTED indicates that JES2 itself has already terminated and therefore cannot be called upon to shut down any other task. Since JES2 has already terminated, any tasks still running either do not need to be terminated (RACF task is one), or run SUB=MSTR and must be terminated via commands directly to the task itself. . . .
