The only concern I'd have is that certain jobs in the ServerPac use the target systems MIGLIB as a joblib/steplib. If those executed programs use instructions not available on the z990...

It's probably not an issue however.

I’m running z/OS 1.13 on a z990.

I know I can’t run z/OS 2.1 on the z990 but can I install it via ServerPac using a driving system of z/OS 1.13 on a z990?

RTFM only states:

Identifying driving system hardware requirements
In addition to the hardware needed to run a driving system and the DASD required to install the software, you need:

Which implies that I can.
