Caveat:  being a daily digester implies delayed responses.  Salt accordingly...

Matt: (the OP if I got it right) you might also investigate the storage device 
you already have.  For instance, I read [1] in the dox for our DS8870 that the 
box itself will do the up-conversion on the emulated 3390-x and advise z/OS 
that it's changed.  Don't even think [2] you had to quiesce the z/OS volSer 
either.  I even think it could get the volIndex up-sized on the fly.

[1]  absolutely *NO* practical experience on my part so copious amounts of salt 
required.
[2]  's been a while... I was reading last fall with the hope to *finally* get 
our environment off mod-3s;  but it got dropped.  "Dynamic volume expansion" 
SG24-8085-03 (or was it REDP-4667-04?)

Depending on DASD vendor some would provide TDMF services(software and
FTEs) as part of negotiated price. Think there was a lease option too but 
haven't kept up...
