The direct answer is no. IBM obviously has statistics on the number of
authorized z/OS licensees. It's possible to estimate the number of z/OS
installs, but it'd be only an estimate. IBM doesn't count the number of
z/OS LPARs and z/OS z/VM guests as far as I know.

Starting with z/OS 2.2, z/OSMF is no longer even separately orderable. It's
part of the base operating system now. (For prior z/OS releases you can
order z/OSMF at no additional charge, or at least you could.) IBM might
have some anecdotal evidence about the growing use of z/OSMF -- it is
certainly growing, and with lots of enthusiasm (including mine) -- but
greater precision is at least hard.

By the way, in my view educated guesses in this area are precise enough.
Occasionally there have been debates about whether something ought to be
separately orderable and/or separately chargeable in order for IBM to
collect more and better data. I happen to think vendors (including IBM)
should try to avoid pushing their data collection desires onto their
customers. There has to be some other, more important reason for a separate
order and separate program number, in my view. In the case of z/OSMF I
can't think of one. Evidently the rest of IBM couldn't either. z/OSMF is
profoundly important.
