Yeah we hashed that out when the Z6/Z10 rolled out, same fabrication,  
something like 62% instruction overlap but not a Power chip. As Dr. Webb says  
'siblings not twins'. The z6 rollout can be found here:

 Search on IBM z13 CPU and find some of Harv Emery's (WSC)  SHARE  
presentations on the Z13. Billions of transistors, 12.5 miles of copper wire, 
on  15 
layers  22nm technology on SOI boards not much bigger than an index  card.
