In order, but unlikely.  For years I have complained to list owners that when
I attempt to Reply via the web interface and quote the original message which
happens to be base64 encoded (as yours is), the quote command fetches unrendered
base4.  No resolution (but the list owners have never acknowleged the report).

And L-Soft requires a customer ID to submit an SR.
