Good progress Peter.

The debugger turning the bit on seems to be... wrong. Interestingly wrong ("oh, 
we're in the debugger, let's do something different...") :-)

The bit is only ever set (to zero or one, as appropriate) once by LE per 
"environment that needs to be established" (my wording). If the first program 
is C/C++, the bit is on, and left on. If it is explicitly turned off, it will 
stay turned off.
