A few years ago (2013) Linux started supporting "raw-track access mode" to ECKD DASD, beginning with Linux kernel Version 3.11. Eberhard Pasch briefly describes raw-track access mode here:

Please note that the z/OS volume(s) should be offline (to z/OS) before accessing them from Linux. Nonetheless, raw-track access mode seems like an interesting way to use Linux on z for certain z/OS-related maintenance tasks, especially for development and testing.
