The public internet does not seem to be the issue. The issue to me is the brain-dead PC weenies that think it is OK to take a production system (i.e. the "tools") for 24 or 48 hours at a time. Usually on the weekend, when those systems are need most by the customer.
They could also use a large dose of quality control. I can't count the number of 404 pages return. The arbitrary change of URLs that have been in use for years.
