FTP uses by design a NET.DATA file that can hold the information. The Net.Data 
file should have a RACF security setting that only the user can read the file 
contents. This would mean the OP needs to move to a single file per user 
instead of a shared file.

I can envision a way to do it using PADS, but it would require the FTCHKCMD 
exit to search for and deny any request to GET or PUT to the DSN in question. 
But, seeing as how I don't want to code such a thing, nor couch somebody in how 
to do it themself, I tend to not mention it as an option.
Not that I'm consistent else I would never have said what I just did.

How would _I_ do it? "Very, very carefully" using some strange tricks with APF 
and RACF SURROGAT processing.
