Could be worse. You could be dealing with another vendor's support site that just got redesigned and now you can't search for a PTF by its id if you want to download it. They removed the capability. Restoring the function is called an 'enhancement' with no timetable for correction.
That said, the day pdfs are no longer available and I have to use Knowledge Center exclusively is the day I retire early and I don't care if I am forced to live on leaves and insects. If someone tried to report it as a bug they'd be asked what they were on I think. I had a bit of trouble believing it myself - it was only the next time when I saw the real spinner that I guessed what might be happening.
