The case I usually think of is "I have a string, I support symbolics, I call the symbol substitution service to do whatever it, according to its documentation, chooses to do". And if the customer used a symbol that they had failed to define, then they get what they get, which is usually something that has bad syntax because "&SYM" is not usually what a parser would be looking for.
