I'm not the TCP/IP expert, but since no-one else replied....


I'm thinking that this access might be needed in the course of resolving IP 
addresses to DNS names and vice versa as part of IHS processing. This will 
involve the TCP/IP RESOLVER, which in turn needs to find the configuration in 
the TCPIP.DATA file.


I guess RESOLVER has been setup so that SYS1.TCPIP.PARMLIB is the default TCPIP 
DATA library in your case. Look at DEFAULTTCPIPDATA in member specified via DD 
statement //SETUP in the RESOLVER JCL procedure.


I had a look at our system and IHS is indeed allowed READ access to that data 
set.
