Reading IBM L3's answer to this kind of question would be a 'delicious' experience ... if you have IBM s/w support that is.
Something to consider... optimising this to save CPU time may not mean much if this job isn't running during a peak hour for the CEC. If it does run at a busy time, and if it costs a lot of CPU, you may also want to just consider moving the job to a quieter window. Sure, job chains, etc., but if it is worth it... Also, since this is a 'scale' problem, you could look in StackOverflow to see how folks have solved similar problems in distributed platforms. Just don't search for 'mainframe', 'VSAM', etc.... look for solutions on how to read through a huge file, and how to process another file based on the first read through.
