Of course not. You have to do what you have to do. But you cannot do what you want to do. Some choices are: Give the vendor "B" for the HLQ and edit the JCL that they create, or rename the data set later. DDDEFs will need to be changed if it is maintained by SMP/E. Specify the VOLSER for LNKLST.
