"IBM wide effort to right-size content" - really?

Personally I don't see the issue with having multiple versions of content available. That should at least cover the supported versions, but there is also value in having old versions. For example, maybe you have a SYS1.PARMLIB member last changed in 2006 and you want to see what the defaults and recommendations were back then before you update it.

For the online search and linking impacts, there are simple solutions. Google allows you to define a canonical URL for similar pages e.g. different releases:
https://support.google.com/webmasters/answer/139066?hl=en

So when a new release comes out, all you need to do is update the rel=canonical for the old version to point to the new release and Google will update all the search results to point to the latest release... which is probably what you want.
