I find:
CONFIGDD: DD
Configuration DD, allowing users to customize the default EBCDIC and ASCII 
CCSID for input and output. If not provided, EBCDIC CCSID 1141 and ASCII CCSID 
923 are used.
Format of configuration:

Lines starting with ‘#’ are taken as Comments.
DEFAULT_EBCDIC_CCSID is the keyword of default EBCDIC CCSID. The value after 
the ‘=’ is taken as the EBCDIC CCSID.
DEFAULT_ASCII_CCSID is the keyword of default EBCDIC CCSID. The value after the 
‘=’ is taken as the EBCDIC CCSID.
 
Is this relevant?  Are you doing anything like this?
