You could change the UCB in your IODF to come up OFFLINE during an IPL. It would be available to be varied online if needed, but this way it would default to being offline when you come up.
The second option is to rename the dataset on the volume to something else, and then you could quickly rename it back if you found that you needed to add the volume.
